Minutes of the March 16, 2001 Meeting
PRESENT: Scott Bradley, Tom Colwin, Anne Hamilton, Glenn
Hayes (for George Ferencz), John Howat, Phil Johns, Ellen Smith (for Larry
Kenney), Marilyn Lavin, Larry Schuetz, Stephen Solheim, Alvaro Taveira,
Richard Telfer, Sally Vogl-Bauer, and John Washbush
ABSENT: Melissa Ellis, Ann Ruff, Debra Schufletowski,
and Jim Stewart,
GUESTS: Bennette Harris, Richard James, Bob Mertens,
Jo Ann Oravec, and Dieudonne Phanord
Richard Telfer called the meeting to order at 2:18 p.m.
Marilyn Lavin moved approval of the original March
16, 2001 agenda. John Howat seconded the motion, and the
motion carried.
Glenn Hayes moved, and Tom Colwin seconded, to approve the February
23, 2001 minutes. The motion carried.
Dick Telfer clarified the role of the UCC chair. The committee's
rules do not specify whether the chair can vote. According to Robert's
Rules of Order the chair may vote; however, using past practices, it
is Dick's understanding that the chair of the UCC committee has not voted.
Dick also explained that the UCC has allowed voting members to send substitutes
for meetings that they will miss. He then stated that he would address
the issues of consultation and reconsideration later in the meeting.
The Educational Foundations Department's proposal for a change in number
from 439/489-210 to 429-210
Observation & Participation was received and recorded on a Alvaro
Taveira/Sally Vogl-Bauer motion. Glenn Hayes then moved approval
of the new Urban
Education Module. Marilyn Lavin seconded the motion, and the
motion carried.
Phil Johns moved, and
Larry Schuetz seconded, to approve the History Department's proposals for
a new course
740-434
Social History of Japan. The motion carried.
Dick Telfer spoke to the committee regarding the Mathematical and Computer
Sciences Department's current agenda items and suggested that the proposals
should be grouped to reflect their interdependency. He also addressed
options regarding the proposals that were defeated at the last meeting.
Dr. Phanord then stated that the revised collaborative

Website Development and Administration
Certificate on the approved agenda were not endorsed by the Mathematical
and Computer Sciences Department and asked that they be withdrawn.
Tom Colwin then moved to reconsider the motion to approve the new courses
765-281 HTML and Web Page Development and 765-282 Media on the Web and
the submajors Website Development and Administration Minor and Website
Development and Administration Certificate. This motion was defeated
at the February 23, 2001 meeting. Glenn Hayes seconded the motion to reconsider,
which passed. Marilyn Lavin moved to amend the motion by removing
the course 765-281 as an option in category 4 of the minor and in category
2 of the certificate, removing the course 765-282 as an elective in both
programs, removing these two new courses from the motion, and adding a
provision that the programs be reviewed by the UCC in 18-24 months to ensure
that courses necessary to support these programs have been offered on a
regular basis. Tom Colwin seconded the motion to amend, which passed.
The main motion as amended carried. Dr. Phanord then withdrew the
proposals for the
Web Site Programming and Administration Minor
and Certificate as well as the proposals for changes in requisites for
765-381 and 765-382 which were no longer necessary. Phil Johns moved
to receive and record the changes in requisites for the remaining proposals
765-171
Introduction to Programming and

Introduction to Object-Oriented Programming in Java. Tom Colwin
seconded the motion, and the motion carried.
Phil Johns moved, and
Marilyn Lavin seconded, to approve the Women's Studies Department's proposal
for a change in the
Women's
Studies Major. The motion carried.
Tom Colwin moved to receive and record the special courses approved
between February 17, 2001 and March 9, 2001 which are as follows:
