GRADUATE COUNCIL MEETING MINUTES


February 5 , 2004

John Stone called the meeting to order at 2:23 p.m. Tony Truog moved, seconded by Bambi Statz, to approve the December 11, 2003, minutes. With no additions or corrections, the motion carried.


Announcements

  1. A comparison of February 1stfigures over the past few years indicates that there has been significant improvement in graduate enrollment since 1997. The spring 2004 FTE is very near the Chancellor’s target goal of 8% of the university’s total FTE.The FTE for spring 2003 was 7.6% of the university’s total FTE, while 2004 figures indicate that it is 7.7% of the total FTE. The 2003 headcount was 13.1% of total headcount, while 2004 figures indicate 13.3% of the total headcount. Both 2003 and 2004 headcount figures are very near the Chancellor’s goal of 16% of the university’s total headcount.
  2. John distributed a summary report of the Office Planning and Review, which was conducted in late November-early December. The recommendations for the Continuing Education/Graduate Studies unit were included in the report.John also publicly thanked the members of that committee, three of whom were in attendance at the Graduate Council meeting. Those members included Don Zahn, Chair of the OPR committee, Tony Truog and John Zbikowski.
  3. There is a national search currently underway for the Dean of Graduate Studies and Continuing Education. The application deadline is February 23rd, 2004. Currently there are 30 applicants for the position with the very real possibility that there could be 75-100 total applications.
  4. The LEARN Center will be holding workshops in March and April, the focus of which will be the graduate experience. It is the hope that these discussions will draw distinctions between undergraduate and graduate education and help set policy regarding transfer credits and dual listed courses, among others.
  5. The application deadline for May 2004 graduation was January 30th, 2004. There are a record number of applicants. The group was urged to identify and notify anyone that has not yet applied, to do so immediately.

Information Only Items

Tony Truog moved to approve the Information Only Items, A-K, of the agenda. Glenn Hayes seconded the motion. The motion carried unanimously. Curriculum items approved included:

  11. Curricular Action: Prerequisite Changes from the Department of Management: Operations Management (OM) Courses.

Old Business

There were four items that had been tabled from the December 11, 2003, Graduate Council meeting. Tony Truog moved to approve the item A. Manuel Ossers seconded the motion. Leda Nath was present to provide the rationale for having a graduate component for this course, as well as to articulate the distinction between the graduate and undergraduate requirements. This course is a combination of two courses that had previously been offered by the Sociology Department. After a brief discussion, the motion carried. Items B & C, both from the College of Education, were considered. Tony Truog moved, seconded by Anene Okocha, to approve both courses. It was noted that, although the curriculum proposal was presented as SPECED 642, it should be EDUINDP 642 because it is a college-wide course. Both Ann Riall and Simone DeVore presented the rationale for the graduate component of these two courses. The two courses, EDUINDP 533 Informal Assessment of Young Children and EDUINDP 642 Planning for Individual Needs were subsequently approved. Glenn Hayes moved to approve item D.John Zbikowski seconded the motion. Bill Chandler, the sponsor of the course, indicated that although this course is offered only once every three years, it is a vital part of the licensure area in adaptive art. With no further discussion of the course, the motion carried unanimously. It was the consensus of the Council that it should be a requirement that the graduate distinction be indicated on each course syllabus.

  2. Curricular Action: Creation of New Course from College of Education: EDUINDP 533 Informal Assessment of Young Children.
  3. Curricular Action: Creation of New Course from College of Education: SPECED 642 Planning for Individual Needs.
  4. Curricular Action: Creation of New Course from Department of Curriculum and Instruction: CIGENRL 606 Art for the Exceptional Child.

New Business

Wade Dazey next moved to approve the two new courses from the Department of Geography and Geology, items A & B. Manuel Ossers seconded the motion. David Travis indicated that the GIS course supports the GIS certificate and that the Forest Geography is taught like a graduate course already. The motion then passed. Tony Truog moved, seconded by Manuel Ossers, items C-E. The three courses fit within the graduate MS Curriculum and Instruction degree program.The motion passed. Tony Truog moved, seconded by John Zbikowski, to approve item F. This course fits in the new cross-categorical area within Special Education. After reviewing the graduate level requirements for this course, Manuel Ossers moved to amend the motion to approve by adding “design and implement” to the self-directed area of the requirements. The intensity requirement should be dropped and then replaced with an indication of how the evaluation would differ from undergraduate requirements. These requirements should appear in the course syllabus as well. The amendment passed and the original motion, as amended, passed as well. William Skelly moved, seconded by Leda Nath, to approve items G & H. These included a change in degree to add Marketing 775 Database Marketing to electives for Strategic Management Module for the MBA and to add Marketing 772 Internet Marketing to Global Management Module elective courses.The motion carried.

With no other business to attend to, the meeting adjourned at 3:20 p.m. on a Statz/Patterson motion.
