Business

Will Drago moved, seconded by Marshall Anderson, to approve Items A-S of the agenda since these items were all new courses. Will then asked if there was anyone present that could speak to the rationale of making these courses dual-listed (slash) courses. He was under the impression that the university was trying to reduce the number of slash courses offered. Diana Rogers-Adkinson was present from the Special Education Department. She indicated that the reason these courses are being created is because the new P.I. 4 licensure requirements. Special Education has to eliminate the specific licensure categories and institute a cross categorical program. The graduate component is necessary for those returning, currently licensed teaching students, to obtain further certification. There is not sufficient enrollment at the graduate level to warrant a pure graduate course, but a graduate component, nonetheless, must be offered. Will then suggested that each curriculum proposal clearly state a rationale for offering a 500 or 600 level component rather than a pure graduate course. Richard Salem spoke on behalf of the Sociology course that was being considered. Nobody was present to speak on behalf of the Curriculum and Instruction nor the EDUINDP courses under consideration. Steven Sahyun then moved, seconded by Will Drago to amend the motion to approve only Items E-S, the courses from the Special Education Department. The amendment carried. Will Drago then moved to deny approval of courses A-D of the agenda. Andrew Kapp seconded the motion. On a show of hands vote, a split occurred; nine in favor of approving the motion, nine opposed, and one abstention. Tony Truog then moved to table items A-D until the February 5th, 2004, meeting. Andrew Kapp seconded the motion. Motion carried.

Manuel Ossers moved to approve items W-Z, the change in major items, of the agenda. Sharon Kolb seconded the motion. The motion carried.
