Associate Dean Stone called the meeting to order at 2:19 p.m.Tony Truog moved, seconded by Manuel Ossers, to approve the minutes of the March 13, 2003, meeting. With no additions or corrections, the motion carried unanimously.
Announcements
- The memos for the GPR graduate assistantship distributions for the 2003-2004 academic year have been sent to the associate deans. The distributions are as follows: Business and Economics – 6; Education – 1; and Letters and Sciences, 1.
- Beginning early this summer term, and continuing into the fall term, departments that offer graduate programs will be contacted to update the 2004-2006 graduate catalog. The deadline to approve courses to be included in the 2004-2006 catalog is October 9th, 2003..
Discussion Items
- There are only two choices for the meeting location for Graduate Council next academic year – the current location, L2254, and Roseman Auditorium (if the projection system project is completed).Since it is uncertain whether the Roseman Auditorium project actually will be completed, the Graduate Council will meet, at least for the fall term, in L 2254.
- Starting in the spring 2004 term, students that opt to complete a thesis must submit an electronic version, as well as the previously required original plus one copy.

Tony Truog moved, seconded by Andrew Kapp, to consider items A-L of the Information Only items to be received and recorded on the agenda.The motion carried.Mohammad Ahmadi then moved, seconded by Bambi Statz, to approve items A-L on the agenda. The motion carried unanimously.The items included:

Tony Truog moved to approve item A. Scott Bradley seconded the motion.After a brief discussion of the new course, the motion carried unanimously. Steve Havlovic then moved for approval item B. Brenda O’Beirne seconded the motion. Steve indicated that the change would provide more flexibility in the program, especially for on-line students. The motion was then unanimously approved.

- Curricular Action: Change in Submajor: Certificate in Human Resource Management
Other Business
The group then focused on the issue of overall grade point average and the number of BC and C grades that can be counted toward graduation. The current policy states: No course in the major or emphasis or any other required course in which a grade of below C (2.00) has been earned may be applied toward the completion of any degree. Not more than three graduate level courses in which a grade of BC (2.50) or C (2.00) has been earned may be counted toward the completion of a degree program.
Manuel Ossers moved, seconded by Mohammad Ahmadi, to change the minimum grades for graduation. John Stone called attention to the survey of other System schools and their policies for minimum requirements for graduation.The group discussed whether or not the BC grade should carry the same weight as a C grade in determining minimum requirements for graduation.After considerable discussion, Manuel Ossers then amended his original motion, seconded by Tony Truog, to allow a student to graduate with an overall grade point average of 3.00 and no grade lower than a C.The amendment was then amended, on a Mohammad Amahdi/Andrew Kapp motion, to indicate that individual programs may require higher standards and that this policy will be effective for all newly admitted students beginning with the fall 2003 term.The amendment to the amendment, the amendment, and the original motion were then all passed unanimously.
The new policy will read: Beginning with the fall 2003 term, the minimum required overall grade point average for graduation will be 3.00.No course in the major or emphasis or any other required course in which a grade of below C (2.00) has been earned may be applied toward the completion of any degree.However, some programs may require higher standards.
The meeting adjourned at 3:00 p.m. on an Andrew Kapp/Mohammad Ahmadi motion.
